adobe kulor is nothing new, but before today it was all I knew (aside from the color tools inside of cs4).
But I have wanted a tool to pull the colors from an image and recommend a palette for me to use for such a long time I was considering teaming up with a developer to try and create one, wo hoo, now there is no need.

One alternative is there called proofhub which can handle both designers and developers. It is centralized and flexible, you can manage from anywhere.
http://colorpilgrim.com is a cool web resource that is missing from this list. It features color schemes classified by mood / trend / industry and category.
